Wetlands known as the "kidney of the globe", has many unique ecological functions, the maintenance of ecological balance plays an important role. Wetlands are "store fresh water," our wetlands, maintain about 2.7 trillion tons of fresh water, accounting for the total available freshwater resources 96%.     
2008年底，我国已建立了550多处湿地自然保护区、80处湿地公园和36处国际重要湿地，基本形成了以湿地自然保护区为主体，国际重要湿地、湿地公园等相结合的湿地保护体系，使1790万公顷、约49％的自然湿地得到了有效保护。湿地被喻为“地球之肾”，具有许多特殊的生态功能，对维护生态平衡具有十分重要的作用。湿地是“淡水贮存库”，我国湿地维持着约2.7万亿吨淡水，占全国可利用淡水资源总量的96％。
